Every relocation checklist on page one is either a moving-company ad or an aggregator profile. This one is a list of steps where each step carries the agency that publishes it and the date we checked, October 24, 2026. It covers the City of Delray Beach and Palm Beach County rules a new resident actually hits, in the order they hit them.
First 30 days: license and registration
Florida law gives you 30 days from establishing residency to obtain a Florida driver license, and establishing residency starts with employment, business, or declaring homestead – FLHSMV’s own list. Your vehicle gets 10 days: Florida insurance from a licensed agent first, then title and registration.
- FLHSMV's New Resident page states: "As a new Florida resident, you must obtain a valid Florida driver license within 30 days of establishing residency to drive on Florida roads." FLHSMV: New Resident – Welcome to Florida!
- FLHSMV lists what establishes Florida residency for the new-resident rules: you may be considered a resident when you start employment or engage in a trade, profession, or occupation in Florida; enroll children in Florida public schools; register to vote in Florida; file for homestead tax exemption on Florida property; or have lived in the state "for a period of more than six consecutive months." FLHSMV: New Resident – Welcome to Florida!
- FLHSMV requires new residents to obtain insurance from a Florida-licensed agent in order to title and register their vehicle(s), vessel(s), and mobile home(s) "within 10 days of establishing residency." (The 30-day window applies to the driver license; the 10-day window applies to vehicle titling/registration.) FLHSMV: New Resident – Welcome to Florida!
- For a vehicle without a lien, FLHSMV requires new residents to bring: proof of identity for all owners, proof of Florida insurance, the original out-of-state title, and a completed HSMV form 82040 signed by all owners, with VIN physical inspection via form 82040 or 82042. If there is a lien, contact the lienholder to transfer the title to Florida; if the lienholder refuses, get the refusal in writing on letterhead and bring it to a service center. FLHSMV: New Resident – Welcome to Florida!
Converting an out-of-state license means a vision test, with the full driving test often waived; fees start at $48.00 for a Class E. Registering the vehicle carries a $225.00 initial registration fee on top of title fees. REAL ID enforcement means your proof documents matter: passport or birth certificate, social security proof and two address documents.
- For new residents transferring an out-of-state license, FLHSMV states: "you will be given a vision test, however you may be eligible to receive a license without taking a written or road test." FLHSMV: New Resident – Welcome to Florida!
- Fees listed on FLHSMV's New Resident page: initial Florida Class E license (including learner's permit) $48.00; Commercial Driver License Class A $75.00; endorsements $7.00 each; ID Card $25.00; Tax Collector office service fee $6.25. FLHSMV: New Resident – Welcome to Florida!
- FLHSMV's motor vehicle fees page lists an "Initial Registration Fee" of $225.00. Title fees (electronic; paper title adds $2.50 plus a possible $2 lien fee): Original New $77.25, Original Used $85.25, Transfer/Duplicate $75.25, Lien Only $74.25. The page notes these are base fees and "Other statutory fees apply." FLHSMV: Motor Vehicle Fees
- FLHSMV's REAL ID page describes REAL ID as "a nationwide effort to improve the integrity and security of State-issued driver licenses and ID cards." Phase 4 enforcement – boarding federally regulated commercial aircraft – has an enforcement date of May 7, 2025; a non-compliant license "may only be used in conjunction with a second form of ID" for boarding. You must visit an office in person the first time to become compliant. FLHSMV: REAL ID
- Per FLHSMV's REAL ID page, applicants need a primary identity document (for U.S. citizens: valid unexpired U.S. passport, original or certified copy of birth certificate, Consular Report of Birth Abroad, Certificate of Naturalization, or Certificate of Citizenship, with a clear trail of name-change documents if names differ), a Social Security card or proof of SSN, and two documents showing principal residence. FLHSMV: REAL ID
Palm Beach County runs six dual driver-license/motor-vehicle service centers, county tax collector-sponsored. Which one serves you depends on where in the county you land; appointments run through the tax collector.

Homestead: the March 1 rule
The Palm Beach County Property Appraiser is the authority: file by March 1 of the year you wish to qualify. The exemption deducts up to $50,000 from assessed value and starts the Save Our Homes 3 percent cap. File online, at one of five service centers, or by mail; renting the home for more than six months abandons the exemption; and portability can transfer your Save Our Homes benefit when you move within Florida. This is fact, not tax advice – the Appraiser’s office answers specifics.
- The Palm Beach County Property Appraiser states: "You must file by March 1 of the year you wish to qualify" for homestead exemption. Late applications may be filed in person at a branch location, with a late deadline of mid-September. Palm Beach County Property Appraiser: Exemption Services
- Per the Palm Beach County Property Appraiser: "the homestead exemption up to $50,000 will be deducted from the assessed value and the Save Our Homes 3% cap will be applied" (the FAQ context is the year after a value reset). Eligibility requires the property to be your permanent residence; the property's status on January 1 each year determines exemption status for that year. Palm Beach County Property Appraiser: Exemption Services
- The Palm Beach County Property Appraiser offers three ways to file for homestead exemption: E-File at pbcpao.gov, visit one of five service centers in person, or complete the online application, print, and mail it (Exemption Services, 1st Floor, 301 N. Olive Ave., West Palm Beach, FL 33401). Phone 561.355.2866; email myexemption@pbcpao.gov. Palm Beach County Property Appraiser: Exemption Services
- The Palm Beach County Property Appraiser states: "Rental for more than six months constitutes abandonment of a homestead exemption." Renting the home on January 1 causes loss of the exemption; rentals of 30 days or less per year are allowed, as are rentals over 30 days but under six months in one year. Palm Beach County Property Appraiser: Exemption Services
- The Palm Beach County Property Appraiser's Portability page: Florida's Save Our Homes provision "allows you to transfer all or a significant portion of your tax benefit, up to $500,000, from a Florida home with a homestead exemption to a new home within the state of Florida that qualifies for a homestead exemption." Apply for portability when applying for homestead exemption on the new property (e-file both together); if homestead is already filed, use the Portability Application Form DR-501T. "The deadline to file an application for portability is March 1." You must establish the new residence "on or before January 1 of the third year after abandoning your previous homestead." Portability staff: 561.355.2866. Palm Beach County Property Appraiser: Portability
- The Palm Beach County Property Appraiser's exemption page also lists Additional Exemptions ("Must Have Homestead"), Organizational Exemptions, Other Exemptions, and a Senior Citizen Low Income exemption form (DR-501SC, via Florida Revenue). Palm Beach County Property Appraiser: Exemption Services
Utilities, one by one
Water and sewer run through the City’s Utility Billing division: a completed Water and Sewer Service Application opens the account, with the deposit billed on your first bill – the City prices the deposit by meter size and does not publish dollar figures, so ask when you apply. Electricity is Florida Power & Light, listed for Delray Beach on its own tariff; FPL starts service online with the address, the date and ID. FPL’s deposit policy is not published on the accessible pages – that question goes to its start-service flow.
- The City of Delray Beach Water Utilities Department's Utility Billing Division handles payment for residential water and sewer service. Customer Service: (561) 243-7100. Payments can be made online, by phone at 833-309-4327, or in person at City Hall. City of Delray Beach: Water Utilities Department – Utility Billing Division
- To open a new City of Delray Beach water/sewer account, submit a completed Water and Sewer Service Application. City of Delray Beach: New Utility Account
- Florida Power & Light's electric tariff, Section 7 "Communities Served" (Tenth Revised Sheet, effective January 1, 2026), lists Delray Beach among the Palm Beach County communities served by FPL – primary-source confirmation that FPL provides electric service in Delray Beach. FPL: Electric Tariff Section 7 – Communities Served
- FPL's Service Order page states it's easy to start service at your home or business: you need the service address and desired start date, and identification "such as a Social Security, Driver's License, Social Insurance or Tax ID number (optional)." FPL is "typically able to connect service on the same day it's requested, as long as your order is received by 12 p.m., Mon-Sat," and you can select a preferred future start date. As part of the Start Service process you create an FPL.com User ID, and "you will need a new account number even if you are a returning customer." FPL: Service Order

Trash and recycling
Garbage is collected Monday to Friday, 6 a.m. to 6 p.m., by Waste Management under City contract; the exact day for a specific downtown street is on the City’s downloadable schedule rather than any page we can quote. Recycle bins come through the Solid Waste Authority; Palm Beach County has been dual-stream since 1987 – one bin for paper, one for containers. Household hazardous waste drops off free at the SWA’s centers, including Eastern Delray Beach at 1901 SW 4th Ave.
- The City of Delray Beach Sanitation Division page states: "Garbage is collected Monday – Friday from 6 a.m. to 6 p.m. There is no trash, recycles or yard waste collection on Thanksgiving and Christmas Day." The page links a downloadable "garbage and recycling pick up schedule" and directs questions/complaints to (561) 243-7530. City of Delray Beach: Sanitation Division
- The City of Delray Beach sanitation page directs complaints to Waste Management at swsdelraybeachcomplaints@wm.com or (561) 202-2463 (also listed for container delivery/replacement), and states: "If you live outside the City of Delray Beach limits, visit the Solid Waste Authority website." The page's guidelines sections include Cardboard and Paper Recycling, Household Hazardous Waste, and Special Collection Charges. City of Delray Beach: Sanitation Division
- The City of Delray Beach sanitation page states: "Recycle bins are available through the Solid Waste Authority at (561) 697-2700 or www.swa.org/196/Recycling-Bin-Forms." SWA's bin forms page offers a residential Recycling Bin Order Form (curbside, collected manually), a multifamily/condominium form, and a Business Recycling Request Form; recycling "is not mandatory in Palm Beach County." City of Delray Beach: Sanitation Division
- The Solid Waste Authority of Palm Beach County has operated "a dual-stream curbside recycling program in Palm Beach County since 1987 – one bin for fiber (paper/cardboard), another for containers." The yellow bin takes paper products (cardboard, mail/magazines, newspaper, dry food and pizza boxes without stains, office/school paper, paper bags); the blue bin takes containers (plastic bottles and containers, food/beverage cans, glass bottles and jars, drink boxes, beverage cartons). Keep out: plastic bags, foam products, shredded paper, utensils/straws, aluminum foil/pans, paper towels/plates/napkins, coat hangers, batteries, light bulbs. Solid Waste Authority of Palm Beach County: Recycle Right
- The SWA states "Palm Beach County residents can drop off household hazardous waste (HHW) for free" at any of its seven Home Chemical & Recycling Centers, and "There is no curbside collection for HHW. These items must be brought to an HCRC." Accepted items include batteries (lithium, button, rechargeable, automotive, marine), propane cylinders, used motor oil and filters, cooking oil, oil-based paints/solvents, pesticides, pool chemicals, cleaners, aerosols, fluorescent bulbs, electronics, ammunition/flares, photo chemicals, and gasoline (quantity limits apply, e.g. gasoline 30 gallons at West Palm Beach/western Delray Beach locations or 10 gallons elsewhere; oil 25 gallons). Solid Waste Authority of Palm Beach County: Hazardous Waste
- The SWA's Home Chemical & Recycling Center – Eastern Delray Beach is at 1901 SW 4th Ave., Delray Beach, FL 33444, open Monday-Friday 7:00 AM-5:00 PM, Saturday 7:00 AM-3:00 PM, closed Sunday. It is self-service and co-located with the South County Transfer Station, and takes household hazardous waste including "batteries, chemicals, fuels, paints and certain electronics" at no cost to Palm Beach County residents. - The exact garbage/recycling collection day(s) for a specific downtown Delray Beach street. The city page states only the Mon-Fri 6 a.m.-6 p.m. window and links a downloadable schedule/schedule map. City of Delray Beach: Sanitation Division
- Delray Beach bulk-waste numeric rules (item limits, scheduling). The city sanitation page confirms bulk waste exists as part of the program (search-indexed page text mentions large items that can't be containerized or bagged placed curbside on the scheduled bulk collection day), but the on-page detail links to a downloadable schedule and subpages; no verified item limit or per-street day could be read from a primary page in this run. Parking and the timing quirk
If you are moving into downtown, read our resident parking guide before the truck arrives: early permit sales for current holders begin September 21, 2026 and open sales October 1, permits are digital now (no decal), and the permit year runs October 1 to September 30. A moving truck downtown also lives with event closures – the festival-season page lists every dated one we hold.
- For current permit holders, early permit sales begin September 21, 2026; sales for all other customers begin October 1, 2026 (stated on the City's permit pages). City of Delray Beach: City Resident Downtown Parking

(Some permit pages still carry older sticker-affixing language – see notes.) City of Delray Beach: City Resident Downtown Parking
