The relocation listicles never cite the agency. This one is agency-sourced end to end – FLHSMV for the driving rules, the Palm Beach County Property Appraiser for homestead – all checked October 24, 2026. The full settling-in guide is our moving-to-Delray-Beach page.
Day one, more or less: residency starts the clocks
FLHSMV’s own list of what establishes residency: starting employment or a trade, filing for homestead, declaring domicile, or enrolling kids in school. From that point the windows are hard: 30 days for the license, and Florida insurance from a licensed agent before you title and register the vehicle – which the state gives you 10 days to do.
- FLHSMV lists what establishes Florida residency for the new-resident rules: you may be considered a resident when you start employment or engage in a trade, profession, or occupation in Florida; enroll children in Florida public schools; register to vote in Florida; file for homestead tax exemption on Florida property; or have lived in the state "for a period of more than six consecutive months." FLHSMV: New Resident – Welcome to Florida!
- FLHSMV's New Resident page states: "As a new Florida resident, you must obtain a valid Florida driver license within 30 days of establishing residency to drive on Florida roads." FLHSMV: New Resident – Welcome to Florida!
- FLHSMV requires new residents to obtain insurance from a Florida-licensed agent in order to title and register their vehicle(s), vessel(s), and mobile home(s) "within 10 days of establishing residency." (The 30-day window applies to the driver license; the 10-day window applies to vehicle titling/registration.) FLHSMV: New Resident – Welcome to Florida!
The license appointment
Transferring an out-of-state license means a vision test, often with the road test waived; the initial Class E license is $48.00. Bring REAL ID proof – passport or birth certificate, social security proof, two address documents – because enforcement is live. Palm Beach County runs six dual driver-license/motor-vehicle service centers.
- For new residents transferring an out-of-state license, FLHSMV states: "you will be given a vision test, however you may be eligible to receive a license without taking a written or road test." FLHSMV: New Resident – Welcome to Florida!
- Fees listed on FLHSMV's New Resident page: initial Florida Class E license (including learner's permit) $48.00; Commercial Driver License Class A $75.00; endorsements $7.00 each; ID Card $25.00; Tax Collector office service fee $6.25. FLHSMV: New Resident – Welcome to Florida!
- FLHSMV's REAL ID page describes REAL ID as "a nationwide effort to improve the integrity and security of State-issued driver licenses and ID cards." Phase 4 enforcement – boarding federally regulated commercial aircraft – has an enforcement date of May 7, 2025; a non-compliant license "may only be used in conjunction with a second form of ID" for boarding. You must visit an office in person the first time to become compliant. FLHSMV: REAL ID
- Per FLHSMV's REAL ID page, applicants need a primary identity document (for U.S. citizens: valid unexpired U.S. passport, original or certified copy of birth certificate, Consular Report of Birth Abroad, Certificate of Naturalization, or Certificate of Citizenship, with a clear trail of name-change documents if names differ), a Social Security card or proof of SSN, and two documents showing principal residence. FLHSMV: REAL ID
- FLHSMV's Palm Beach County locations page lists six dual driver license/motor vehicle service centers in Palm Beach County, all "county tax collector-sponsored service centers" operated by the Palm Beach County Tax Collector, all Palm Beach County residents only and by reservation only. Locations: Belle Glade (2976 State Road 15), Delray Beach (501 S. Congress Ave.), Greenacres (4215 S. Military Trail), Palm Beach Gardens (3185 PGA Blvd.), Westlake (16440 Town Center Parkway South), and West Palm Beach (301 N. Olive Ave., First Floor). The car: the $225 nobody budgets
Initial registration carries a $225.00 fee before title fees; for a lien-free car bring proof of identity, Florida insurance proof, the out-of-state title and registration. It adds up fast – budget it before the move, not at the counter.
- FLHSMV's motor vehicle fees page lists an "Initial Registration Fee" of $225.00. Title fees (electronic; paper title adds $2.50 plus a possible $2 lien fee): Original New $77.25, Original Used $85.25, Transfer/Duplicate $75.25, Lien Only $74.25. The page notes these are base fees and "Other statutory fees apply." FLHSMV: Motor Vehicle Fees
- For a vehicle without a lien, FLHSMV requires new residents to bring: proof of identity for all owners, proof of Florida insurance, the original out-of-state title, and a completed HSMV form 82040 signed by all owners, with VIN physical inspection via form 82040 or 82042. If there is a lien, contact the lienholder to transfer the title to Florida; if the lienholder refuses, get the refusal in writing on letterhead and bring it to a service center. FLHSMV: New Resident – Welcome to Florida!
The house: March 1, every year
Homestead exemption must be filed by March 1 of the year you want it; it deducts up to $50,000 from assessed value and starts the Save Our Homes 3 percent cap. File online, at a service center or by mail; portability carries your cap benefit from a previous Florida home; and renting the place out for more than six months abandons the exemption.
- The Palm Beach County Property Appraiser states: "You must file by March 1 of the year you wish to qualify" for homestead exemption. Late applications may be filed in person at a branch location, with a late deadline of mid-September. Palm Beach County Property Appraiser: Exemption Services
- Per the Palm Beach County Property Appraiser: "the homestead exemption up to $50,000 will be deducted from the assessed value and the Save Our Homes 3% cap will be applied" (the FAQ context is the year after a value reset). Eligibility requires the property to be your permanent residence; the property's status on January 1 each year determines exemption status for that year. Palm Beach County Property Appraiser: Exemption Services
- The Palm Beach County Property Appraiser offers three ways to file for homestead exemption: E-File at pbcpao.gov, visit one of five service centers in person, or complete the online application, print, and mail it (Exemption Services, 1st Floor, 301 N. Olive Ave., West Palm Beach, FL 33401). Phone 561.355.2866; email myexemption@pbcpao.gov. Palm Beach County Property Appraiser: Exemption Services
- The Palm Beach County Property Appraiser's Portability page: Florida's Save Our Homes provision "allows you to transfer all or a significant portion of your tax benefit, up to $500,000, from a Florida home with a homestead exemption to a new home within the state of Florida that qualifies for a homestead exemption." Apply for portability when applying for homestead exemption on the new property (e-file both together); if homestead is already filed, use the Portability Application Form DR-501T. "The deadline to file an application for portability is March 1." You must establish the new residence "on or before January 1 of the third year after abandoning your previous homestead." Portability staff: 561.355.2866. Palm Beach County Property Appraiser: Portability
- The Palm Beach County Property Appraiser states: "Rental for more than six months constitutes abandonment of a homestead exemption." Renting the home on January 1 causes loss of the exemption; rentals of 30 days or less per year are allowed, as are rentals over 30 days but under six months in one year.
